I could login and setup the sign on rule perfectly with okta to access O365
but users can still login directly thru O365 login page.
How can I convert all logins to only from OKTA site?

If you users are not redirected to Okta then Office application was not federated and it was just configured as a SWA. You would need to Federate you Office domain with Okta to have them directed to Okta for login, please see:
