Is "prompt for factor" in sign-on on policy rules the only thing that requires mfa log in?

I'm trying to better understand how a user can sign on without any mfa factor enrolled. We believe that all of sign-on polices requires a "prompt for factor" but wanted to check if there's another way to bypass a two factor authn for sign in.

 

Can an application be less strict than the overall setting?

 

(we're using Okta Classic)

    If you have an Org level policy, and your user is signing in through an SP initiated flow to an application that does not have MFA as required, then the user will be logged in into the application without MFA prompt.
