Download Sample App feature is missing from dev OKTA UI where it used to be. It was there last time I looked but now it is no longer visible. Does anyone know if it was moved or if anything changed with regards to this?

The option has been removed form the UI, but it's my understanding that you can use the following page to get samples.

That is really bad decision to remove this feature from UI.
It was great to be able to generate sample app with configuration that is specific to your setup.
However the bigger issues is that there are OKTA examples out there that are just outdated. It can cause a lot of headaches and grief when you run into one.
Making the latest sample code available as part of the OKTA dev instance was the right choice. I hope you can convey this to whoever was responsible for this bad decision and reverse it in the future.
