We are not Okta customers, but we have a partner that is an Okta customer. Since our partner implemented Okta, they cannot log into our Office 365 SharePoint where they are external users.
What steps must their IT department or I take so our partners may log into our SharePoint sites as external users?

In this particular case you could try to use an Incognito session or use a different browser to access your Office tenant, a browser that does not have a previous session with their Federated tenant with Okta.
