Users have to log in twice to get apps to load

We have several users that when they log into Munis that they have to log in using okta. Then have to click on the icon again just to get their apps to load correctly. This just started with in the past 2 months. I need to know how to fix this so the user only has to click on the icon one get logged in and the account be ready to use with their profile and all apps that they are allowed to use. At the present time we have a total of 6 users that this is happing to. They use both tower pc and VDI systems.

    Thank you for posting, in this scenario I suggest you to check if the ForceAuthN has been enabled. You can see from our documentation(https://support.okta.com/help/articles/Knowledge_Article/Configuring-Okta-Template-SAML-20-application):  Force Authentication (Optional) - When selected, your users will be prompted for their credentials when a SAML request has the ForceAuthn attribute set to true, even if they are already logged in to Okta (They will need to enter their credentials even if they normally login through Desktop SSO). If this box is left unchecked the flag will be ignored.

      ForceAuthN has been enabled. The issue is still happing that after the user logs in the site shows the page with no apps applied. They have to keep that page open then go back to the desktop Icon and click it for the second time to get the page to load correctly. The users are still having this issue and it needs to be resolved. Is there any other information that you have that we can use to correct this issue?
