"Same username and password-token" -- Salesforce SAML 2.0 integration

I'd like to add a Salesforce integration but I'm confused by the first step in this article below that says to login to Salesforce with the "same administrator username and password-token used for User Management settings in Okta"

Currently, the admin for Okta has a different username than the admin for Salesforce. Do I need to make a new admin user in Okta? I can't do it for SF b/c we pay so much per license.

Or am I misunderstanding this.
