New NetSuite environment setup

I added a new NetSuite environment but I cannot seem to import any users from the application.

This is the error I receive:

/help/servlet/rtaImage?refid=0EM4z0000029WOM

 

I am an OKTA and NetSuite Admin so not sure why it's a permission issue. I can't see any clear documentation on setting up a new NetSuite environment in OKTA so if anyone has something with clear instructions that would be very helpful.
