I am trying to put a report together to determine who has not logged into our system since we implemented Okta. I have tried both the Password Health Report and Rockstart user export, but when I spot check users showing no Last Login Date and compare it to the user's syslog, I find the user has been logging in for some time.

I did not realize that Okta Usage was a report in and of itself. It looks useful, but has the same issue the Password Health report as in that at least some users being shown as having never logged have in fact logged in.

I'm sorry to hear that the reports are not working correctly for you. To really get to the bottom of this we would need to review the report that you've created and compare that to the System Logs. Because the report may contain Personal Identifiable Information (PII) there's not much we'd be able to review here on the community help center. I'd suggest creating a support case with Okta Support so that we can review the report and figure out why it doesn't match what is seen in the system logs.
