The first sort is on the Last name, but what if these are similar?
I have examples in our directory that it cannot be the First name, nor the login values.
Can you please give the complete current (non changeable) sort order?
(And @Okta, please make it possible to adjust sort orders in the Admin portal!)

The sorting order is a combination of the status.
To check it, you can use the rockstar using el endpoint > API/v1/users
