How to do email OTP verification on create user
We are creating a user in Okta with a password with activate=false.
We want to send the user an email with OTP. If the user submits correct otp, the user will be activated in Okta.
I see there is the similar provision by create user without credentials and then user receives mail with an activation link.
But we need to implement it OTP-based as I mentioned above. Please suggest if there is such mechanism or more relevant provisions.

Unfortunately, we don't have any way of activating users by using a OTP email. The Password Registration Email is the only flow that comes close to what you are looking for (the flow you have described). Such a functionality would need to be submitted as a Feature Request.
