Hello, I am new on OKTA stuff so, that is why I am lost with this.

my question is, from where I can get the external name mentioned in the documentation?

They come from xmlsoap.org.
Xmlsoap.org is a domain name owned and hosted by Microsoft, which you'll find is you do a whois query from a DNS tool.
The site is a repository for WS-* schema definitions made by the various standards teams. The standards teams are not only comprised of MS people, so I'm guessing that MS operate the site as a service to the broader community.
