I can construct an Org2Org shortcut to access SharePoint itself, using the embedded URL and the IdP Single Sign On URL, but this only goes to the default top level.
I can also create a Smart Link that works in the hub org as documented on the Okta Help Center.
We need some assistance to create a suitable URL that will get to the a deep URL when using Org2Org.

Thank you for your reply. My original post wasn't clear.
We can create the Smart Link as described in the link you posted. The challenge we have is that the O365 tenant is in the hub within an Org2Org setup. The Smart Link you describe does work in the hub org.
For new users, accessing O365 without having enrolled in the spoke tenant first causes an issue, since the user would not have been pushed from spoke to hub.
We tried to use a bookmark in spoke to call the Smart Link you described so we can complete the enrollment of new users in spoke, except it didn't land on the correct site.
To clarify, we need help to create a link called from Spoke, that access the SharePoint deeplink over org2org.
