OPP Agent Provisioning isse

We have a custom app that we want to provision to. Developer has set up the Create User functions & we did the API Config test with no issues. When I try to create a new user in Okta & push to the app, i get this:

Automatic provisioning of user Bin Yu to app BaNCS ExWeb for BenchMark failed: Error while verifying if user andrew.yu@hotmail.com exists: The Provisioning Agent call to checkUserExists failed. Error code: 1, error: Unexpected character ('<' (code 60)): expected a valid value (number, String, array, object, 'true', 'false' or 'null') at [Source: java.io.StringReader@694910d3; line: 1, column: 2]

 

My interpretation is that the Agent is sending to the app and getting an unexpected response for this specific call. Is that correct? I'm trying to determine if this is something the dev needs to investigate or something I need to configure in the OPP Agent.
