We'd like to enable common password check so our users can't choose weak passwords. With Azure, there is an option to download a program that runs on the on-prem domain controllers to enforce Azure password policies. Is there something similar for Okta?

If you configure Azure as your IdP, then Okta will look into the Azure policies, not its own.
A safety action item we can take is to enable the common password detection on Okta, which will apply for Okta-mastered users using Okta default login flow. Feel free to open a Support ticket if you want us to enable it for you.
