I have an error in the dashboard that 9 months old. The user is fully provisioned and working fine, but the error is saying it couldn't provision a license in an app. How do I clear the error sinse the issue must ahve been resolved. And if the issue wasn't resolved, how do I establish that.

Its likely not fixed user just not useing it
but 2 options, remove and reassign or call okta and have them clear tasks.
