Is there any way you can implement a way to manage the number of licences for applications, but keep it generic and available for all apps.
One way this could be acheived to have a counter for the number of individuals assigned to an app, and then have the admin assign a 'cap' (max licences). Then based on this, we can create workflows to send emails to ensure sufficient licences are added.
Use case, especially with lifecycle provisioning, a lot of apps are auto assigned to members, but if for what ever reason, they are assigned an app, and there are no more spare licences, the user doesn't get the best experience and ends up logging a support ticket.
With the above feature request, we can get ahead of this, and email app owners in advance, based on the 'assigned members' count, when they need to buy more licences for their app.
This can also be used with workflow when too many licences have been purchased...

Workflows can keep track of counters. I am not sure how you are envisioning the request process to grant/deny app access though. Seems like you would need some external sheet/table that workflows could read and you are 100% managing this from workflows where customer requests app (x) and unless app (x) used < app (x) totals licenses then assign app....
