Hello, we set up a dev environment on okta and in order to test user login we create a user automatically in a E2E test and attempt to login with them. I've added a workflow that deactivates users in a testuser group automatically after a day and it works well. My question is do these deactivated users count for the 15,000 monthly active users limit? I'm inclined to say no, because it specifies *active* users, but i'd like to make sure.

I'd also like to ask if there's a convenient way to delete these users other than to run a postman runner script.
