Users outside of my org signing in to my app

Hi all,

I'm pretty new to SSO and Okta and I'm currently setting up a support for SSO using OIDC. And I was wondering if there is a way to allow the user that does not belong to my organization to sign in to my app using okta without my app being on OIN? For instance, I would like to allow everybody that have Okta account to be able to access my SaaS application.

If the presence on OIN is mandatory for such a thing, and the user does starts using my app from OIN, does the 2$/per user charge applies for that user on my organization?
