Password Reset through Auth SDK and "Trusted Application" and Token

Can someone confirm that the password reset flow as described in https://developer.okta.com/docs/reference/api/authn/*response-example-for-verify-sms-recovery-factor, using the endpoints /authn/recovery/password, /authn/recovery/token, and /authn/credentials/reset_password, does NOT work with free Developer plans?

 

/authn/recovery/token insists on sending me to /authn/recovery/answer, even though the user has not set a recovery question there is no way of getting past the answer step.
