This is Bogdan with Okta Support.
It does support refresh tokens. The details can be found here.
If this is a SPA application this particular section is informational as well.
In the Okta Admin console can you navigate to Settings->Features. On the features page check if 'Refresh token rotation' is enabled, if not enable it.
Once this is done the option should show up for your application.
Please open a support ticket in case you get any to any roadblocks while trying to enable the feature.
