We have a scenario where we are using O365/Azure AD with Okta currently put we have a second Azure AD tennant where our dev teams are developing thier apps/website. Is it possible to leverage OKTA to populate the dev Azure AD with only the accoutns that are needed? I'm not able to find anywhere to add AzureAD as another app in okta or directory. Would this be done using another "office365" integartion maybe?

If users will authenticate locally within AAD tenant, you can use Office 365 app or create users via Workflows
