Looking at the "Concur Travel and Expense (Early Access)" Gallery App I can't see the option to set the NameID format.
It is important that it is set to be Email Address as this is what is being requested from SAP Concur when login via SP Initiated.

Almost all of the integrations in the OIN have been created and configured by the vendor (unless otherwise noted), so you can be assured that the NameID format is configured properly. Since that attribute is hidden, the only way to verify the format is to configure the app, then use a SAML tracer (or the Rockstar browser add-in) to examine an assertion.
That being said, personally, I'm not a fan of how common SAML attributes of OIN apps are hidden from the admin's view.
