Webauthn is still listed as not supported for Big Sur per our documentation:

Our Product team will update this ASAP when they have added this functionality.
I do see the value in your request and would encourage you to create a feature request at ideas.okta.com and share with your colleagues to upvote it. Our Product team looks at these often and generates EA Feature Flags from these requests.
