Hi,
I saw a whitepaper published on the use of Magic links within Okta and was hoping to enabled it within my tenant.

Does anyone know if this feature is offered yet?

Looks like its enabled only for early access

As of this posting date, Magic Link is not yet in public beta, which would be a step prior to Early Access. My suggestion would be to discuss interest with your Account Executive, and they would be able to assist you with this.
