Currently, it looks like this is only possible to edit via a script or manually editing the config file after the installation is complete. This is laid out under Step 2 - Install the Okta Credential Provider for Windows in the Silent Installation section here - https://help.okta.com/en/prod/Content/Topics/Security/proc-mfa-win-creds-rdp.htm
