Okta Error: A country/territory must be specified before specifying a state value for field: State/Province
I built a Salesforce App and assigned roughly 800+ users to it and for the most part everything works fine. However, there is a single user not being provisioned into the Salesforce Environment. According to the Tasks page this is the error that is there. When I open the assignment the State/Province setting is mapped correctly so I am not sure why this occurring. This is the only stuck task for this app and I am not sure how to fix this. Any insight into this error? Is this on the Okta side or the Salesforce side?

Does this user belong to a different/unique state that none of the 800+ users belong to?
If everything looks correct, did you try un-assigning this error user from the group/app and re-assigning it. Many a times that works.
