Hello,
I am in the process of setting up docusign with Okta, but before I continue I was wondering if Docusign had a bypass URL just in case something happens. Does it allow both SAML and non-SAML login simultaneously? I can't find anything in the documentation so I just wanted to doublecheck with someone who already has it integrated.

The following information doesn't apply only to Docusign but to any SAML application.
Okta doesn't manage this function, therefore there is no configuration that you can do from the Okta side to achieve this since this is configured by the Service Provider.
It is possible, and a lot of Service Providers are using this feature while some of them, block authentication of other methods in order to make sure the only way to authenticate is through the federated IDP, others even have some kind of mix like allowing only admins to use their credentials to authenticate bypassing SAML.
Therefore, In order to get your response, I would recommend raising the question with the Service Provider ( in this situation Docusign) for confirmation if this is supported or not.
