i have 2 OKTA Tenant (2 different account in OKTA)
1. x@xxx.com (this we want to consider as master account)
2. y@yyy.com (this is our client account)
Now,
i want to configure y@yyy.com tenant as IDP into x@xxx.com tenant

it seems like org2org option could work for you. This will allow you to connect two different organizations and configure this hub and spoke relationshig where you can provision the users and information from one to another. Please check on the documentation attached and let me know if something else is required.
