Liviu with the Okta support team here. It is not yet possible to modify the number of digits in the OTP of the Okta Verify app as it is hardcoded.
If you wish to see this in a future release of Okta, I would recommend you to submit a feature request at https://support.okta.com/help/oktaideas as this page is closely monitored by Engineering and used to filter and consider ideas for future implementation.
