Where I can get okta-jira.jar file?

Following this documentation page (https://saml-doc.okta.com/Provisioning_Docs/Okta_Jira_Authenticator_Configuration_Guide.html)
I see mention of okta-jira.jar file, however cannot find any place to download it.
Even on this reference page https://help.okta.com/en/prev/Content/Topics/Settings/Version_Histories/Ver_History_JIRA_Authenticator_Toolkit.htm

From the Okta Admin dashboard, all downloads can be found under Settings > Downloads (screenshot attached for the Jira download).
