Will all the translation emails get sent when activating a new user?

Users should get activation emails according to the translations you've created and their environment properties. You're in Manual Mode automatically when you edit the original Okta-provided template or add a translation, which you've done. In Manual Mode, Okta no longer sends end users the original Okta-provided email automatically; Okta sends only the email(s) you manually add to the list under the Add Translation button.
