Does Okta support SAML or OIDC based integration with LastPass along with SCIM and User Lifecycle Management? I know Okta has OIN for Lastpass but it uses SWA which is not something I am looking for.

If LastPass supports SAML or OIDC integration, you could use Okta's App Wizard to create an integration that will enable singe sign on. However, user provisioning is something that would have to built into a template app in the OIN, and as you indicated, the existing template only supports SWA and no provisioning.
However, I also see an OIN template named LastPass Sync that does appear to support provisioning, but it's still only supports SWA.
