You can sync the passwords from Okta to the AD, or from AD to Okta (happens by default, as the users are Ad mastered), As for syncing AD passwords to your local computer, that should happen automatically as long as your local computer is domain-joined with your Domain Controller (the AD server).

I would also recommend installing an IWA Agent or integrating Agentless DSSO (Desktop Single Sign-On) in order to enhance the user experience of accessing Okta's services and apps.
