Is it possible to have some restrictions of the users count in one Group? For example our company is selling licenses to our customers, and we would like to give a group admin to add limited count of users and the count of the users will be depend on the license which they have.

There is no direct way to limit the number of users in a group. However, you could use Group Rules to assign users to a specific group based on existing group membership and/or an attribute on the user. That would give you a way to report on the groups and get a count of each member in the group.
