How are machine to machine tokens counted

Our license allows for up to 500,000 machine to machine tokens per our initial estimations of application usage. Initially we understood this to be in reference to the single JWT token delivered to the application on a successful login, but looking at the system logs, it looks like Okta may be instead referring to the individual ID and Access tokens that are part of the JWT payload. In other words, a successful login would result in a 2-token machine-to-machine usage. Is this correct? Am I understanding this correctly?
