We have several generic accounts in active directory for things like conference rooms and other things not linked to specific users. How are you getting around this in Okta? We are constantly running out of Okta licenses and every time I check it's because of these misc. accounts.

Keep your generic accounts and Conf Room in OU that is not configured with Okta AD agent. As it says in "Install and configure the Okta Active Directory agent" at https://help.okta.com/en/prod/Content/Topics/Directory/ad-agent-install.htm, you need to "define which OUs to import users and groups from".
