There should be a way to know how many users have registered their phone numbers in OKTA.

Are you talking about finding the users in your org that have entered a phone number into their profile?
The users management API https://developer.okta.com/docs/reference/api/users/ should give you a list of your users from which you could either search through or perhaps use a filter parameter to only return the ones having a phone number.
