User provisioning to 3rd party app from OKta needs Okta to provide both the session cookie and access key in each request or maintain and provide the Session Cookie upon each request. Is this possible?

Currently when we try to provision users (in bulk) from OKTA into 3rd party app (i.e. Planon) via a purpose built SCIM connector, the users are sent ​in parallel, not one by one etc. which causes errors. In order to avoid having to load 1 by 1, Planon proposes this process: 'Idea is Okta first time (first request) needs to send access key, planon will return the session cookie, next time onwards okta should send accesskey+session cookie. Can someone tell me please whether the current OKTA session cookie framework/templates can enable this to occur. (i.e. for Okta to receive and store the session cookie and pass this session cookie for further requests). We have thousands of users to provision (with attributes like name, email, title, cost centre, dept etc.) and it is not feasible to load 1 by 1. Any assistance would be appreciated greatly by ResMed and Planon.
