I need to have a complete test environment hooked to Active Directory just like my production tenant. We have not been able to install two agents on the same tenant. How can I accomplish this?

It’s easier than expected.
You just need an additional server to deploy a new agent. This agent have to be registered on the missing/pending Org. and you’ll get an exact copy of the same directory on the desired environment.
I can confirm you that it’s works perfectly since myself already took same approach to get PROD dato into Preview Cloud Org.

Just in case you could face any delay getting ready a new server and as a feasible workaround for non-productive environment, few more hints for you:
Is NOT mandatory, but of course ideally, to run the Okta AD Agent in a dedicated server, what I mean is that for my Preview Org. I had had running on same W2012 R2 server the following SW with no issues (performance, unexpected errors, incompatibility, ect.) along 2 years.
