Assuming your Okta account is not mastered elsewhere (Active Directory or LDAP), you just log into your dashboard, click on your name, then select Settings. The password change dialog will be in the upper right corner of the screen.

If you need a URL that takes users directly to that screen, you can use this:

https://tenantname.okta.com/enduser/settings (substitute your Okta tenant name where it says 'tenantname)'

Note: This is not a password reset, since users will need to authenticate successfully to get to the Settings screen.
