Workday attribute write back failure - Element Content 'Phone Number' is required, on internal element 'Phone Information Data'

We are attempting to configure Okta to write back to Workday with AD attributes (email, work phone, mobile phone, fax) but keep getting an error. Frustratingly, it works when all 4 fields are populated, but if any one is left blank the entire update process for that user fails. This is problematic because not all users have all fields populated.

 

Okta Task screen error:

Automatic profile push of user Test User to app Workday failed: Unable to update personal info for Workday employee: Validation error occurred. Element Content 'Phone Number' is required, on internal element 'Phone Information Data'

 

Okta Syslog error:

failure : Validation error occurred. Element Content 'Phone Number' is required, on internal element 'Phone Information Data'

 

From what little I have found on the internet and initial feedback from Okta support indicates that this error is caused by Workday validation rules and that I should be able to turn this off for the phone number fields. Our Workday admin can't find this and none of the documentation I've found on either Okta/Workday sites has been helpful. I have a pending open case with Workday support as well hoping for insight. But I can't imagine I'm the first to see this issue, has anyone else seen this?
