how can I allow users access to local network resources without providing attack surfaces?

We have several users that do not have domain computers. We currently use Okta to secure a remote desktop connection, but users are still getting locked out by a dictionary style attack via our open port. Aside from limiting by IP address, is there an app I can use in Okta to have someone log into Okta first, then connect to a local server?
