User Deprovisioning in SAML

Whenever any user login(first login) to our site using OKTA as IDP we create a new user in our application. However whenever someone delete's or deactivate that user from Okta that user is still logged in to our application. So how OKTA(IDP) notifies my application (SP) about this. Basically how to instantly log out that user from our application when someone delete that user from Okta. Does okta provide anykind of webhook or any other thing for that.

I was also looking at SCIM (not yet sure if it is a soultion) but Provisioning Tab is missing from my SAML app(also tried creating new one). However i can see the Provisioning TAB on other SAML App like Slack.

Okta Slack app has built -in Provisioning feature available.

You are right for custom apps, Okta sets up Provisioning using SCIM.

In the Application's settings, General tab ->App Settings , you will see Provisioning setting. Turn on the relevant one.
