I think you are referring to Okta Org to Org. If that is the case then yes, you can onboard users from multiple Okta domains and here is a KB for the integration through SAML 2.0: https://saml-doc.okta.com/SAML_Docs/Configure-SAML-2.0-for-Org2Org.html , also here is a link for provisioning for Okta Org to Org: https://saml-doc.okta.com/Provisioning_Docs/Okta-Org2Org_Provisioning.html
Furthermore, you can integrate it AWS,O365 and OpenVPN as well with no problems and I have provided bellow some KB's in order to help you integrate the applications with Okta:
