We are trying to provision users to Office365 from Okta with Licenses but if our Office365 Subscription is out of Licenses, Okta errors out on provisioning. When we trying to add a user in Office365 when we are out of Licenses, it simply asks for our consent to purchase more licenses for us and we'd like to have that behavior when provisioning from Okta as well but alas we are not.
We can purchase and keep a set of licenses handy but it'd still encounter an error if ever we run out of them again in addition to paying for something we don't need until the user actually rolls in so this option is not viable.
Kindly let us know what we need to do to address this.

Great question. This is something I have thought about myself.
At present you will only receive an error (which is frustrating), so I would recommend purchasing enough licenses to cover every user.
Hopefully Okta can introduce this feature in the future, post it as an idea here - https://ideas.okta.com/app/#/user/dashboard
