I have an existing Office 365 application with many of the roles for office 365 but the global admin role is not an option that is selectable. How do I add this to the application.

You should be able to assign the Global Administrator role in Office 365 by using the Company Administrator Role in Okta.

When you assign the user or group the application, you should be able to choose the role (bottom of the dialog box). Are you not seeing that role?
