Since 2019/8/5 (JST), it takes a while for okta at 12:25 - 12:30(JST).
(Average is 5sec, but it takes 20sec these days)
Does anyone have the same situation?

I suggest raising a ticket with the Okta support team and have them investigate the issue from their end. Looking in the logs will help figure what is causing the latency.
