Is there a limit to the number of groups an administrator can be assigned?

I have a group admin that is assigned a number of groups but it says she doesn't have access to one of them though it's in her list. I've tried removing it and adding it back in.

    The issue was the user granted admin over those groups did not have access to the user pool. We have a group for all internal employees that we could have given her access to but she also needed to be able to add customers and partners. We created a group and added the built in Everyone group to it and she was granted admin over that group.
