We were told in the Okta Forum that you could prompt a username to supply MFA first and then the password to stop lockout occurring.

Currently, the feature that makes your interest is still under Beta as it's still not fully deployed in EA and, therefore, this option is not yet supported by the Okta Support Team.
However, you can follow its evolution from Beta to EA by going to https://support.okta.com/help/s/betas. If the feature becomes an Open Beta, and you would like it enabled for your Org you will need to register on the same website.
