Deactivated Users showing as active in active user report

I'm pulling a report for active users in Okta specifically the Usage report. But when I pull the report I see that there are users on there that have long been deactivated. Is there a reason why only some of these users would still show active even though they've been deactivated?

Those deleted accounts shouldn't be showing anything other than zero in the Number of logins column. It would seem that Okta doesn't completely delete all traces of any account, and the usage report is not an active user report. It's an activity report for all users (even the deleted ones). You just have to filter the results on the values in the User Status column to get the Active users, or the Pending users, etc.
